HOUSING & COMMUNITY DEVELOPMENT DIVISION

The Housing and Community Development Division has two departments which work together and compliment each other as we work toward fulfilling our Mission Statement.

RURAL PRESERVATION PROGRAM
GOAL: ONGOING ASSESSMENT OF THE HOUSING NEEDS OF OUR COMMUNITY AND RESEARCH OF FUNDING SOURCES THAT CAN PROVIDE GRANTS TO MEET THESE NEEDS.

The needs, and our response to meeting these needs, have taken the form of owner occupied home rehabilitation and project development. We also network and work to build relationships with other housing agencies to meet needs. Currently, we are involved with the Housing Consortium to assess and plan for a county-wide housing plan that will be used to address segments of our population and help to make all of the county's housing programs and services more assessable. This will also be used to meet present and future needs.

PROGRAMS

HOME IMPROVEMENT PROGRAMS:
We partnered with the County of Cattaraugus to bring this programs to our community. The County is the grantee and CCA administers the grant. Many communities throughout our county have a particularly high rate of poverty and a high need for housing rehabilitation work. Through this Program we can assist homeowners with moderate repairs that address health and safety issues. These issues include: Structural corrections, well and septic work, thermal upgrades, and mechanical systems.

RURAL HOUSING OPPORTUNITIES ASSISTANCE PROGRAM:
This Program works to create or expand local capacity necessary to assist existing owners of owner-occupied dwellings and prospective purchasers of such properties to secure funding for the purchase and/or rehabilitation of the dwellings.


PROPERTY MANAGEMENT DEPARTMENT
GOAL: PROVIDE QUALITY PROPERTY MANAGEMENT SERVICES FOR ALL OF OUR TENANTS AS WELL AS MAINTAINING ALL BUILDINGS AND PROPERTIES TO THE HIGHEST POSSIBLE STANDARD

We own, in limited partnerships with Cattaraugus Rural Housing Corporation, and manage 130 units of housing throughout Cattaraugus County. Also, we have an ownership position in Ellicottville Terrace, a 40-unit, one bedroom facility, but we do not provide management services. We manage one 24-unit one-bedroom apartment complex in Mayville, NY for seniors and disabled persons in which we do not have an ownership position. These units serve a variety of special needs for their tenants. All of the properties that we manage are described here.

PROPERTIES
USDA RURAL DEVELOPMENT (FmHA):
From 1985 to 1993, the construction of five projects using funds from the USDA Rural Development 515 Program and the NYS Division of Housing and Community Renewal Low Income Housing Tax Credit took place. These facilities, housing seniors and disabled persons, have 24 one-bedroom units, a community room for activities, family gatherings and the other community agencies as a meeting room and laundry facilities. These facilities are:

Franklinville Terrace, Franklinville, NY
Little Valley Terrace, Little Valley, NY
Randolph Terrace, Randolph, NY
Ellicottville Terrace, Ellicottville, NY (no management provided)


These facilities are secure, well maintained and affordable to the tenants. Our Property Managers work with local services to meet the needs of the tenants and offer referrals to other agencies when necessary.

MAYVILLE SENIOR APARTMENTS, MAYVILLE, NY
This senior housing project is located in Chautauqua County.  This facility is managed by CCA, but we have no ownership interest in the project.

KENT-WALLACE HOUSE, FRANKLINVILLE, NY
This house, located in front of the Franklinville Terrace, was acquired and rehabilitated with funds from a revolving loan and the NYS Division of Housing and Community Renewal's Rural Area Development Program. Kent-Wallace is now home for one low income household and one low income disabled household.

 

HOMELESS HOUSING:
Development and construction of several homeless housing projects have addressed a need to serve the homeless or at-risk of becoming homeless population. Funds have come from the Homeless Housing Assistance Program, Low Income Housing Tax Credits, and private loans to build these sites. These facilities are:

THE DERBY SRO APARTMENTS, OLEAN, NY
This building was saved from demolition, renovated, and opened as a 22-room Single Room Occupancy (SRO) in December of 1993 to house single homeless adults. It is the only SRO in New York's Southern Tier. The Derby is a project based Section 8 facility where residents have a nice size furnished room and share a large kitchen and living room space. They work to reach self-set goals to improve their quality of life and become more self-reliant. A grant from the NYS Office of Temporary and Disability Assistance provides for a full-time Family Development Specialist to work with all of the tenants to meet their goals. Property Management consists of a part-time site manager and a part-time live-in night manager.  They work as a team to keep the facility safe and to maintain a pleasant environment, as well as looking toward upgrading amenities as our funding permits.

THE CARLTON DUPLEX, SALAMANCA, NY
This duplex offers affordable housing to the homeless or those at risk of being homeless. A one-bedroom unit and a three-bedroom unit in this building located in the City of Salamanca is Section 8 approved and tenants can receive needed services at our Jefferson Resource Center just a few blocks away.

UNDERWOOD MANOR, HINSDALE, NY
This is a NYS OCFS licensed adult home which has thirty-two beds for SSI Level II homeless adults. This project is leased to an established private operator with the goal of serving very low income persons in need of supervision and personal care assistance.

JEFFERSON HOUSE APARTMENTS, SALAMANCA, NY
Located on the third floor of the Jefferson Resource Center, these eight units opened in June 1999 to house homeless individuals and families. This was an interesting renovation as we changed classrooms with 13-foot ceilings into living spaces, preserving original components such as chalkboards, windows, and the corridor ceiling's beautiful stained glass windows. There are three 3-bedroom units and two 1-bedroom units that are fully furnished. There are also two classrooms for training, meetings and gatherings; a laundry facility, a playroom, and property manager's office. This is home to tenants for up to twenty-four months as they receive intensive supportive services and advance more toward becoming self-reliant.
