Cattaraugus Community Action, Inc.
HISTORY
Cattaraugus Community Action, Inc., is a private, not-for-profit organization incorporated in New York State in June of 1965. It is one of hundreds of Community Action Agencies across the United States. Community Action Agencies, nationwide, began as a result of President Lyndon B. Johnson's "War on Poverty":


January 1964:   LBJ declares "War on Poverty" in his State of the Union address
August 20, 1964:   The Economic Opportunity Act is signed into law. The key provisions of the act include
  1. The office of Economic Opportunity was created, with Sargent Shriver as its Director
  2. Major Problems to be administered by the Office of Economic Opportunity were Job Corps, Neighborhood Youth Corps, Legal Services, Vista, Health and Family Planning, and Community Action Programs
  3. Purposes of the Act:
    Local, community control of programs
    Maximum feasibility participation of the poor
    Intervention with families to help them overcome barriers and enhance skills
    Provide leadership in communities
June, 1965:   Cattaraugus Community Action is created and incorporated
January 1975:   The Community Services Act of 1974 is signed into law. Community Action Agencies are now administered by the Community Services Administration. Two new energy programs are created, resulting in the Weatherization Assistance Program and the Low Income Home Energy Assistance Program
1981:   Passage of the Omnibus Reconciliation Act of 1981, resulting in
Significant Budget Cuts (15-25%)
Individual State Administration of funds to Community Action Agencies, using the new Community Services Block Grant (CSBG)
1982 to present:   Community Services Block Grant funds are administered in New York State by the Department of State, Division of Community Services
