WEATHERIZATION ASSISTANCE PROGRAM:
Mission Statement: "To reduce heating and cooling costs for low-income families, particularly for the elderly, people with disabilities, and children, by improving the energy efficiency of their homes and ensuring their health and safety."

Home Weatherization
  • saves energy by an average of $218 per household, per year.
  • increases comfort in a home.
  • reduces our dependence on foreign oil.
  • preserves our housing stock.
  • reduces a home's emissions of carbon, methane, & nitrous oxide.
  • provides jobs and training.
  • revitalizes neighborhoods.
  • provides safe, affordable housing.
HOW DOES THE WEATHERIZATION PROGRAM WORK?
  1. An application to determine income eligibility must be completed.
  2. An energy audit of the home to identify specific needs. This often includes state-of-the-art blower-door testing.
  3. The actual weatherization of the home.
  4. A final inspection to assure quality.
WHAT SERVICES ARE INCLUDED?
Services might include but are not limited to:
  • Weather-stripping and caulking around windows and doors,
  • Cleaning, testing, repairs or replacements of heating systems,
  • Repair of storm windows,
  • Replacement or repair of broken windows and/or exterior doors,
  • The addition of insulation to walls or attics.
WHO DOES THE WORK?
All work is currently being provided by certified heating technicians and energy service technicians.

IS THERE ANY CHARGE FOR WEATHERIZATION SERVICES?
All services are provided free to the owner occupied home. However, owners of rental buildings are required to invent funds toward the cost of weatherization services.

WHAT ARE THE SOURCES FOR WEATHERIZATION FUNDING?
The NYS Division of Housing and Community Renewal's Weatherization Assistance Program is funded annually by the U. S. Department of Energy. In addition, funds are received from the low income home energy assistance program funded by the U. S. Department of Heath and Human Services through the NYS Office of Temporary and Disability Assistance.

WHO IS ELIGIBLE FOR WEATHERIZATION SERVICES?
Eligibility is based on household income relative to federal low-income guidelines. If a household contains a member who receives supplemental security income (SSI), public assistance, Food Stamps, or HEAP benefits, the household is considered automatically eligible for weatherization services.

Anyone living in Cattaraugus or Allegany County who is income eligible.

ARE RENTERS ELIGIBLE?
Yes, renters qualify if the eligibility guidelines are met.

WHAT TYPE OF HOME IS ELIGIBLE?
An eligible home might be a manufactured home, an apartment, or a single room occupied as separate living quarters, as well as a single-family home.

Please keep in mind the waiting list is long. You may typically wait up to a year before services are actually performed.

HOME PERFORMANCE & ASSISTED HOME PERFORMANCE WITH ENERGY STAR®
We Can Show You Where Money is Leaking Out of Your House!

Western New Yorkers are now spending more than ever to heat their homes.  Even worse, many homeowners are not getting the comfort they are paying for.  But now there’s something you can do about it.

Home Performance with ENERGY STAR® can help you with your insulation and heating needs.  Our Certified Home Performance Contractors can demonstrate how much money you can save by fixing your heating, insulation, and air leakage problems. All testing and corrective work is done by a Building Performance Institute Certified Home Performance Contractor.  In most cases, energy savings more than pays for the cost of repairs.  If you decide to have the work done, we can do everything, including arranging low-interest financing, and even subsidies for up to 50% for some eligible households.

Have your home tested using the most advanced whole house auditing technologies, for a fully deductible testing fee. 

Program available to home owners in Cattaraugus and Allegany Counties.

EMPOWER NY APPLIANCE EFFICIENCY PROGRAM
CCA contracts with utility companies to receive referrals in a tri-county area - Cattaraugus, Allegany and Chautauqua Counties. 

The program addresses low-income residents with "inability to pay." To be eligible households must be HEAP recipients, have negative cash flow, broken payment history and NO AFDC or Home Relief.

The objective of the program is to make bills more affordable by reducing usage. This is achieved by Energy Services workshops, the In-home Energy Education Packet, Weatherization Services, and the Appliance Efficiency Services, which tests appliance efficiency and replaces inefficient appliances.
