Tina G. Zerbian, MSEd.
Chief Executive Officer



Tina has been employed with Cattaraugus Community Action, Inc. since 1980, and began with the agency as the director of the first domestic violence program in Cattaraugus County. She later became the director of Family and Children’s Services, which included victim services, Vietnam Veterans Outreach programming, and residential youth services, and in 1983 became the Deputy Director. Ms. Zerbian was appointed to head the corporation in November of 1984.

Tina holds a Bachelor’s Degree in Elementary Education and a Masters Degree in Community Counseling both from St. Bonaventure University. She is an active member of the New York State Community Action Association and currently serves this statewide organization as its president.

Community involvement for Ms. Zerbian includes membership on the Workforce Investment Board and its Youth Council, as well as membership on the Sheriff’s Citizens Advisory Council, the Boards of the Cattaraugus Rural Housing Corporation and Community Action Enterprises, Inc., and the Shared Decision Making Committee of her local school district. Tina is a Certified Credit Compliance Professional, and was named Woman of the Year by the Enchanted Mountain Business and Professional Women’s Club in 1991.

Most recently, Ms. Zerbian was named Administrator of the Year 2000 by the New York State Community Action Association. She and her husband Tom have two sons, Alec and Camron.

Mary R. Copeland, Chief Financial Officer



Ms. Copeland began with Cattaraugus Community Action, Inc. in February 1984 as an accountant, and was chosen to lead the Finance Department in November of 1984.

Mary has an Associates Degree in Business Administration and a background that includes extensive training in multi-fund accounting and various other business and financial topics from the Office of Management and Budget. She is a member of the National Association of Administrative and Financial Excellence, and of the New York State Community Action Association. Mary manages the financial operations of the not-for-profit as well as those of its two for-profit subsidiaries and multiple limited partnerships associated with the agency’s housing initiatives.

Mary was also awarded the 2003 Cindy Woods Memorial Award as CCA's Employee of the Year as chosen by her co-workers. 

Mary’s son, Brian, is an engineer in Sumter, South Carolina. 

Dougal L. Kear, Jr.-Executive Assistant



Dougal has been employed with Cattaraugus Community Action, Inc. since 1989, and began with the agency working with adolescent youth in the agency's Residential Youth Services Division. Mr. Kear came over to Administration as the Executive Assistant in June of 1999. Besides his duties with the agency, he is also an active member of the New York State Community Action Association and the secretary/treasurer for the Cattaraugus Rural Housing Corporation board. 

Mr. Kear is very involved in his community. He is the Past Grand Knight and current financial officer of the Msgr. George V. Callahan Council of the Knights of Columbus in Yorkshire, a fraternal charitable organization, in which Mr. Kear has received numerous awards at the state and international level of the organization for charitable work, community service, and leadership. Dougal also serves his community as Commissioner for the Town of Machias Parks & Recreation, which operates the town park, community swimming pool, youth center, and youth recreation and athletic programs. He serves Cattaraugus County as the secretary of the Cattaraugus County Youth Bureau's Youth Advisory Board and as a member of the Cattaraugus County Local Emergency Planning Committee.

Dougal was honored in 2003 by the New York State Community Action Association and the New York State Department of State as the recipient of the first Rosemary Fleming Memorial Award for his administrative work and commitment to family and community. 

Bruce J. Dineen, Personnel Director



Bruce Dineen has been an employee of Cattaraugus Community Action since May 2, 1988. Prior to becoming Personnel Director, he served for 9 years as the agency's Assistant Finance Director.

Bruce graduated from Jamestown Community College in 1988 with an Associate's Degree in Business Administration. 

He is the father of two children. His daughter Allison resides in Frederick, Maryland and his son Justin lives in Salamanca, NY.
